Andrew Proctor (Emsworth & St Faiths Division) and (Emsworth Ward) - Andrew Proctor is the Conservative candidate for Emsworth at both County and Borough level.
A councillor in Norfolk for many years, including leading both the county council and a district council, he understands how local government works.
His priorities include:
• Delivering value for your council tax
• Standing up for residents on planning decisions
• Ensuring infrastructure comes before development
• Keeping our streets safe
• Supporting local businesses and jobs
With major changes ahead for local councils, he will be a strong, experienced voice to stand up for residents while protecting what makes Emsworth such a special place to live and work.

Mark Inkster (Waterloo & Stakes North Division) and (Bedhampton Ward) - previously served as a Havant Borough Councillor now standing again in Bedhampton for the Borough and Waterloo and Stakes North for County Council.
Living and working in Havant, Mark’s family business is entering its 50th year of trading in the community. Previously a Havant Borough Council Cabinet Member for Finance, with a Masters in Business Administration, Mark is well qualified to again serve as a Councillor.

Lance Quantrill (Hayling Division) - Lance brings 15 years’ experience of 4 different Councils. A true “Islander”, he has the knowledge, passion and dedication to steer the Island’s future through the biggest change in Local Government for 50 years.
Since being elected as Hayling Island’s County Councillor in 2017, Lance has guided local Societies to successfully apply for grants totalling £68,241.34, seen over 200 street trees planted, arranged 6 promotions for cycling and successfully campaigned for the cycle route linking Church Road to The Billy Trail.
His presentation to Hamshire County Council’s Scrutiny Panel was a major reason why the Recycling Centre at Fishery Lane remains open.
Tim Pike (North East Havant Division) and (St Faiths Ward) - Tim stands for experience, competence and honesty at this election. Hampshire Conservatives will continue to deliver good services whilst keeping tax as low as possible. This means keeping our good and outstanding schools, more police on the streets and more investment in our roads. In Havant we need to unlock our brown-field housing sites from Labour dither and delay - getting young people their first home, vulnerable people good accommodation and older people dignity in retirement. Tim will support our local businesses, and the many amazing charities, community groups, youth organisations and churches that make Havant a special place to live and work.

Diana Patrick (Purbrook & Stakes South Division) and (Stakes ward) - Diana Patrick was previously elected as a councillor in 2015 and served in Stakes, Waterlooville for nine years. She was a very active member of the Council, serving on the Planning Committee, the Standards Committee, the HR Committee, was a Scrutiny Panel chairman and a member of the Scrutiny Board, Vice Chairman and member of the Licensing Committee, Chairman of the Planning Committee, Chairman of the Crime and Disorder Panel and Chairman of the Business and Commercial Services Panel. Her main campaigns are in social housing for local families and as a voice for elderly residents.

Lulu Bowerman (North East Havant Division) and (Leigh Park Hermitage Ward) - I have lived in the Havant area for over 50 years, attending a local school and then years later working to deliver work based learning, skills and qualifications across the borough.
I have been a councillor for 10 years at Hampshire County Council and Havant Borough Council and have good experience and knowledge about local government and bringing improvements and change. I have in depth knowledge of the significant changes that are planned for the future in local government and feel confident that I can represent local residents in the right way to ensure stability and that our quality services continue.
Recent projects include successful delivery of
The Underpass at Junction 10 M27, decision on introduction of lane rental for utility companies to limit disruption of roads, decision to proceed with new Havant footbridge and reinstatement of early morning buses.
(I am very aware that improvements are needed urgently in the development of skills training and qualifications locally in order to provide opportunities for young people across the area)

Julie Richardson (Hayling West Ward) - I have lived on Hayling Island since 2013. My career spanned more than 40 years in the NHS, where I worked as a nurse manager specialising in health and social care. I also have extensive experience lobbying ministers and civil servants to improve services — giving me a strong understanding of how decisions are made and how to influence them effectively.
Since retiring and moving to Hayling Island, I have enjoyed volunteering with local charities and community groups. This has given me a broad and practical understanding of the issues that matter most to residents.
In May 2022, I was elected as the Conservative councillor for Hayling West. During my second year in office, I was honoured to serve as Assistant Cabinet Lead for Hayling Seafront and Tourism, focusing on critical issues such as sea defences, coastal erosion, and the regeneration of the seafront. I have also served on several council committees, gaining further experience to help me deliver for our community.
These elections are not about national politics. They are about who you want to run your local councils well and to be a strong voice locally.
I believe that my previous experience puts me in a strong position to continue representing Hayling Island effectively.

Paul Weller (Hayling East Ward) - I came to Hayling Island as a toddler, attending Primary School here, making my home here as a husband, father & grandfather.
My career, started in Havant as a technician and progressed through design, manufacturing, facilities management and ending in Social Housing. A lot of time managing projects & contracts with an eye on detail & cost.
My key priorities are:-
Protection of Hayling’s coastline
Resisting housing development, absolutely on existing green fields & space
Strong involvement in local government devolution processes
Safety on our streets and in our homes
Protecting & improving community services within the devolved environment
There is significant change to local government in Hampshire over the next few years, and I have a willingness to accept & develop change, whilst being guided by Conservative values so on May 7th I am asking for your support.

Barrie Mann (Leigh Park Central & West Leigh Ward) - I served 23 years in the Army and I understand the challenges Leigh Park faces - I live here. We are suffering under Labour, our businesses are suffering, and so are our families. Our services face pressure from an additional 74% increase in housebuilding being dumped on the Havant Borough by Labour. When the Conservatives proposed controls on new HMOs in the Borough, Labour, the Lib Dems and Greens all voted against it.
People want to see their politicians working for them and if I am elected I will fight for everyone who lives in Leigh Park and West Leigh.

Husky Patel (Purbrook Ward) - I am proud to be standing again to serve as your representative in Purbrook. I believe Purbrook should always be a safe, attractive and thriving place to live — somewhere families are proud to call home. Because of that, and unlike my opponents in this election, I oppose unregulated development of HMOs in the Borough of Havant. It is vital that we have proper control over planning and fight Labour’s 74% increase in the housing target. Our communities and services need protection. Our green spaces must be defended – only the Conservatives are committed to defending our communities.
